
A pellet container that arrives late, wet, or outside the agreed ash specification can erase the margin on an entire heating season. Knowing how to import wood pellets means controlling the supply chain before cargo is loaded, not trying to solve quality, customs, and delivery problems after it reaches the port.
For fuel wholesalers, distributors, commercial heating operators, and institutional buyers, pellet importing is a procurement operation. The right supplier, specification, contract terms, and freight plan determine whether the shipment becomes dependable inventory or an expensive claim.
Your first decision is not the supplier. It is the product format and customer segment you will supply. Residential retail customers often require clean, durable bagged pellets with consistent labeling and low fines. Commercial boilers, industrial users, and power facilities may purchase bulk pellets, but their systems can have different limits for ash, particle size, and moisture.
Define the required annual volume, monthly call-off schedule, bag size or bulk format, delivery region, and target landed cost. A buyer importing a few seasonal containers has different logistics and cash-flow requirements than a distributor securing regular vessel volumes for multiple depots.
Also check local fuel rules before purchasing. Some states, municipalities, boiler operators, and retail customers require specific quality documentation or recognized pellet certifications. Do not assume a pellet grade accepted in one market will meet the requirements of another.
“Wood pellets” is not a complete procurement specification. Suppliers may offer hardwood, softwood, or mixed wood pellets. The raw material, production controls, and packaging all affect combustion performance and customer satisfaction.
Your purchase specification should state the pellet diameter and length, moisture limit, ash limit, calorific value, bulk density, mechanical durability, and maximum fines. It should also identify the permitted raw material and whether additives are prohibited. For premium heating pellets, buyers commonly seek low ash and low moisture because these characteristics reduce clinker formation, cleaning frequency, and storage risk.
Ask whether the product is certified under the standard relevant to your market, such as ENplus or DINplus. Certification is valuable only when it can be verified and tied to the actual production site and batch. Request current certificates, test reports, and product data sheets. If a supplier offers laboratory results, confirm the laboratory, test method, test date, and sample reference.
Packaging must be part of the specification. State the bag weight, bag material, pallet configuration, pallet wrapping, labels, barcode requirements, and language required for your market. A quality pellet can still become an unsellable retail product if bags split during unloading or labels do not meet distributor requirements.
A low quoted price does not prove that a supplier can deliver consistent cargo. Review the supplier as a manufacturer and exporter, not only as a trading company. Confirm its production location, installed capacity, export history, stock availability, and ability to allocate volume during peak winter demand.
Request recent loading photographs, packaging details, loading plans, and references from commercial customers where appropriate. A pre-shipment sample is useful, but it should not replace a documented quality-control process. Samples show what can be produced. Inspection and batch testing show what is actually being loaded.
For long-term supply, ask how the producer manages raw material supply. Pellet quality and continuity depend on stable access to clean sawdust, wood residues, or other approved feedstock. Suppliers should be able to provide evidence of legal sourcing and, where required, FSC or comparable chain-of-custody documentation.

A purchase order is rarely enough for an international pellet transaction. Use a clear sales contract that identifies the product specification, quantity tolerance, packaging, delivery period, payment terms, inspection procedure, claims process, and governing trade terms.
Choose the Incoterm carefully. Under FOB terms, the seller handles cargo up to loading at the named port, while the buyer controls ocean freight and insurance. CIF may simplify freight purchasing because the seller arranges carriage and insurance to the destination port, but the buyer must still understand what costs and risk remain after arrival. DDP can reduce work for the buyer, yet it may not be suitable when the importer needs direct control of customs entry and domestic distribution.
The named location matters. “FOB Ukraine” or “CIF USA” is not specific enough. State the exact port, terminal, and Incoterms version. Confirm who pays for export documentation, origin charges, container detention, customs brokerage, terminal handling, and inland delivery.
Payment should match the risk of the transaction. New supplier relationships often use a deposit plus balance against shipping documents, letter of credit, or other structured payment protection. Avoid paying the full amount before independent inspection and shipment confirmation unless the commercial relationship and safeguards justify it.
For U.S. imports, work with a licensed customs broker before the first shipment is booked. The broker can confirm the correct tariff classification, duty exposure, entry process, country-of-origin marking requirements, and any plant-product declarations or restrictions that apply to your specific product.
Wood pellets are commonly classified under HTS heading 4401, but the correct tariff line must be confirmed for the product and current tariff schedule. Duty rates, special trade measures, and documentation requirements can change. Do not build your pricing model from an old classification or a supplier’s informal estimate.
Your document package will normally include the commercial invoice, packing list, bill of lading, certificate of origin when required, quality certificate or test report, insurance documents if applicable, and any customs declarations requested by your broker. The invoice should accurately describe the pellets, quantity, price, origin, Incoterm, and parties to the transaction.
If cargo is shipped on wooden pallets or with solid wood packaging, confirm that all packaging meets ISPM 15 requirements. Noncompliant wood packaging can delay or jeopardize a shipment even when the pellets themselves are acceptable.
Pellets are sensitive to moisture, handling damage, and storage time. Container loading must keep the cargo dry and stable. For bagged pellets, confirm the number of bags per pallet, total pallet count, container payload, dunnage, wrapping, and loading pattern. For bulk or big-bag cargo, confirm the unloading equipment required at the destination.
Freight decisions should be based on landed cost, not ocean freight alone. Include pickup from the factory, export handling, port charges, documentation, marine insurance, customs clearance, chassis fees, demurrage risk, drayage, unloading, warehousing, and final delivery. A low ocean rate can be offset by expensive destination charges or poor container availability.
Book according to the real delivery window. Winter demand can create congestion at mills, ports, and warehouses. Build contingency time into your schedule, especially for first orders. Your warehouse should be ready before the container arrives, with covered, dry storage and equipment to unload pallets safely.
Use an independent inspection company when the order value, supplier history, or market requirements justify it. Pre-shipment inspection can verify bag weight, pallet count, packaging condition, marks, loading condition, and visible contamination. Laboratory testing can confirm agreed quality parameters from representative samples.
At arrival, inspect the seal, container condition, pallets, bags, and visible fines before unloading. Record photographs and counts immediately. If there is damage, moisture intrusion, shortage, or a quality concern, notify the supplier, insurer, and relevant logistics parties under the time limits in your contract. Claims become harder to support once cargo has been unloaded, mixed with stock, or resold.
The cost per metric ton at the factory is only one part of the purchase decision. Calculate the delivered cost per usable ton in your warehouse. Include product cost, freight, insurance, duty and taxes, broker fees, terminal charges, storage, finance costs, inspection, expected losses, and domestic delivery.
Then compare that number against your resale price and the service level your customers expect. Premium certified pellets may cost more, but they can reduce customer complaints, ash-related maintenance issues, and retail returns. Lower-cost material may fit industrial demand if the buyer’s combustion system accepts its specification. The correct choice depends on your end market, not on the lowest offer.
A dependable pellet import program is built one controlled shipment at a time. Confirm the product, documents, freight responsibilities, and inspection process before release of funds, then use the results of each arrival to improve the next order.
